It is not surprising to submit papers based on conference articles, which may have been published elsewhere. Special care is required for those papers. In considering submissions on the basis of those, it is important to note the following:

1. Initial screening
All papers sent and invited will go through an initial screening process to screen papers that are
unacceptable or have specific emphasis, marginal papers, poor papers, etc. Only appropriate and high
quality papers should be processed and submitted to referees. Send each paper that passes the initial
screening process to three experts to referee.
2. Refereeing Process:
Editor-in - Chief may refuse papers rejected by referees but may not submit letters of approval to authors until the Editor-in-Chief has checked all of the papers chosen for the special issue and their refereeing reports.
The Publisher retains the right to make a final check, i.e. final paper acceptance is subject to this final
review process which is part of the quality control procedure of the publisher prior to publication.

When writers plan to make adjustments to the text, the paper must be removed and must return as a new paper to be refereed.
